Mobility

As one of the pilot cities, Pilsen wants to test a new mobility management model and the SOMI indicator in practice, which will enable a comprehensive assessment of the impact of transport on health, accessibility, and the climate.

The three-year Horizon Europe-funded project GOLIA (Governing, Optimising and Leveraging Innovations proActively) aims to establish an innovative and sustainable model for municipal mobility management that integrates data analytics, social optimisation principles, participatory decision-making, and long-term resilience of key transportation systems.

Throughout the project, the main emphasis will be on supporting cities and their metropolitan areas in building an innovative, safe, sustainable, and efficient urban mobility system. To achieve this, GOLIA will develop a new governance model for mobility that combines social, legal, and technological innovations. The project will also strengthen urban and mobility planning through collaborative development and real-world testing carried out in three European pilot cities: Florence, Pilsen, and Antwerp.

 

Aims of the project:

  • To create and test the SOMI – Social Optimum Mobility Index—a tool for complex management of mobility systems.
  • To empower participative mobility planning by involving the citizenry, stakeholders and key communities.
  • To test innovative methods in real-time urban conditions.
  • To support data sharing and evidence-based decision-making processes through the digital modules GO-X (as GO-DATA, GO-INFO, GO-KNOW, GO-WISDOM).
  • To create methods and tools usable by other European cities.

  • Validated SOMI index – a new European tool for measuring the social and environmental quality of mobility.
  • GO-X digital tools allow better data management and decision-making.
  • Mobility Smart Governance Handbook – methodology for the creation of innovative mobility policies.
  • Pivotal realization in the partner cities.
  • A governance model that is flexible and crisis-resilient.
  • Methodic for participative public management (ENGAGEMOVE).

 

As one of the pilot sites, the City of Pilsen is testing a new model of mobility management and the SOMI indicator. Both of them enable the comprehensive assessment of transportation health, accessibility, inclusivity, and climatic impact. The Pilsen´s main benefit is the new methodology for data assessment and a participative approach that allows for more flexible reactions to inputs and demands. It also allows for polishing Pilsen´s mobility strategy with European sustainable and climate-neutral transportation. The project is realised through the cooperation of 21 partners, and in the City of Pilsen, it is coordinated by the Department of Grants and ITI in cooperation with SITMP.

The project is conceived for 3 years (starting on 1 June 2025, ending on 31 May 2028) and is coordinated by FIT Consulting. The EU budget for the City of Pilsen, which is represented in the project by SITMP, is 198 500 €.
